Project Description
This project represents CIDA's institutional support to the International Organisation of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI). The IDI uses these funds along with other donors' funding to achieve its mandate. The IDI is a non-profit organisation with the mandate to build the capacities of the staff of supreme audit institutions (SAIs) in developing countries. Its main functions include organizing and delivering training for supervisory staff; facilitating the application of professional guidance; facilitating the implementation of audit systems procedures and support services in line with best practices; and developing an effective knowledge management system. The IDI regards building the capacities of SAI staff as a fundamental and necessary ingredient for the attainment of increased transparency and greater accountability in the public sector objectives which are globally accepted as vital to the achievement of good governance.
Progress & Results Achieved
Results achieved by the International Organisation of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI) through institutional support from DFATD and other international donors as of the end of the project (November 2012) include: (i) improved quality uniformity and credibility of the global public sector auditing profession as a result of regional and national training including: a management development program delivered to 223 managers from five Supreme Audit Institutions; strategic and operational planning programs for twenty-six Supreme Audit Institutions in three regions; a quality assurance program consisting of financial and performance audit training for teams from eight Supreme Audit Institutions; an electronic distance education course on risk based financial auditing with 200 participants from 90 Supreme Audit Institutions; and an information technology audit pilot course for twelve Supreme Audit Institutions; (ii) improved performance reporting on INTOSAI capacity development programs with more emphasis on measuring progress against established indicators and more detailed and results-oriented progress reports and operational plans; and (iii) increased demand for IDI programs from INTOSAI regions and Supreme Audit Institutions. These results have contributed to strengthening public sector oversight and ensuring a more transparent and effective use of public funds. The project has also contributed to strengthening country systems as advocated by the Paris Declaration a 2005 agreement to improve the effectiveness of aid to developing countries.
