Project Description
The goal of this multi-donor program is to help the Government of Tanzania improve the services it provides to its citizens by strengthening the way it manages its financial resources. Canada'S contribution to this program helps make central regional and local government bodies more transparent accountable and effective. These improvements make it possible for the government to allocate greater resources to reducing poverty and promoting growth in the country. The activities supported through this program include: (i) improving the software systems and procedures used to assess and collect revenue and track expenditures; (ii) providing training for government employees on preparing budgets and managing expenditures; (iii) developing an internal audit manual and audit guidelines; and (iv) developing effective ways of making financial information available to the public. The program also seeks to make the Office of the Controller and Auditor General more independent and to bring the government’s accounting and reporting systems into line with international standards. Canada is working in close cooperation with other donors and the Government of Tanzania to promote effective transparent and accountable country systems increase donor coordination and harmonization and strengthen mutual accountability. This kind of project fosters greater policy dialogue among donors government and partners thus helping to strengthen efforts for effective focused aid as well as long-term development results. This project is continuously monitored and evaluated in coordination with other donors.
Expected Results
The expected intermediate outcomes for this project include: (i) strengthened systems processes and procedures for improving the operational capacity of revenue collection; (ii) improved utilization of public resources in a more effective efficient and transparent manner; and (iii) improved adherence to and enforcement of internal financial controls rules laws regulations and audit recommendations within central ministries departments and agencies and local government bodies.
