Project Description
This project continues support to the Ministry of Health for the implementation of the final year of Health Sector Strategic Plan 2 (HSSP2) through a multi-donor pooled fund that CIDA has been supporting since March 2006. The HSSP2 is designed to provide basic health services which are of acceptable standards affordable and sustainable in order to increase the lifespan of all Tanzanians with a focus on the most at risk. The majority of funds are to be used to finance the activities of the Comprehensive Council Health Plans which are focused on the delivery of essential health services at district level. Funds also finance the implementation of the Medium-Term Expenditure Frameworks of both the Ministry of Health and Social Welfare and the Prime-Minister's Office - Regional Administration and Local Government as both have overall responsibility for the management oversight and implementation of the HSSP2 and Health Basket Fund. CIDA is an active participant in oversight monitoring and dialogue mechanisms to ensure an efficient delivery of programs and progress towards results while offering advice in coordination with other donors for the development of sustainable health policies. Complementary technical assistance could be offered by CIDA as necessary.
Progress & Results Achieved
Results achieved as of the end of the project (October 2009) include: a significant decrease of more than 20 points for under-five child mortality from 112 per 1 000 in 2004 to 91 in 2008; slight increased coverage in child immunization from 85% in 2005 to 86% in 2008; increased coverage in child Vitamin A supplementation from 92% in 2003 to 98% in 2007; improved treatment success of TB from 84.7% in 2006 to 87.7% in 2008; and expanding HIV and AIDS care and treatment activities including a significant increase in the number of HIV positive women receiving ARV for prevention of mother to child transmission from 34% in 2007 to 55% in 2008.
