Project Description
The project provides support for institutional development and capacity building at the district level of education in support of the quality efficiency and equity of education in seven geographic departments. It is expected that district directors and personnel strengthen their skills in administration management statistics collection and analysis as well as pedagogical leadership.
Progress & Results Achieved
Results achieved as of the end of the project (March 2019) include: (1) 49 new processes and procedures including 6 related to planning 15 to pedagogical supervision 20 to human resources 2 to financial management and 6 to community participation were developed and institutionalized with the Ministry of Education to improve education management and education services at the district and municipal levels; (2) 62 trainers from the Ministry of Education (of which 13 were women) and Department Directorates of Education (of which 35 were women) received training to increase their capacity to deliver trainings in pedagogical leadership education management and community participation at the municipal level; (3) directors in 126 Municipal Directorates of Education as well as administrative and technical staff at the department and municipal levels improved their capacities to provide gender sensitive pedagogical leadership to school principals and teachers; (4) 100% of the Municipal Directors of Education technical and administrative staff increased their capacity to involve community participation (ex.: parents organizations school development committees and civil society organizations) in public education management including in defining education priorities and budget planning; (5) 126 Municipal Directorates of Education received office equipment and means of transportation (including training for use and maintenance) leading to improved capacities in administrative processes data collection and analysis as well as improved pedagogical monitoring and coaching of schools. (6) 108 Municipal Directorates of Education increased their number of school visits to provide coaching and support to schools principals contributing to improving the quality and efficiency of pedagogical management and education services to schools; and (7) as part of the education system decentralization process Department Directorates of Education improved their financial and huma
