Project Description
The International Legislative Audit Assistance Program (ILAAP) aims to improve value for money in public expenditures by building sustainable audit and legislative oversight capacity of the Supreme Audit Institutions and Public Accounts Committees (PACs) of thirteen countries to fight corruption improve governance and accountability and focus resources on results. The project creates networks and partnerships among Canadian and international audit offices and their representative institutions Public Accounts Committees in Canada and abroad and donors. The project activity is closely aligned with the International Organization of Supreme Audit Institutions. The project delivers forensic and environmental audits and supports Public Accounts Committees and other oversight committees. Finally ILAAP provides internship opportunities with Canadian audit offices at both federal and provincial levels.
Progress & Results Achieved
Results achieved as of the end of the project (November 2012) include: (i) 39 auditors from Supreme Audit Institutions in 13 countries have better performance audit and leadership skills following nine-month fellowship placements in Canada with federal and provincial Auditor General offices; (ii) 15% of the 39 fellows were promoted to a high level in their Supreme Audit Institutions and 46% were given increased responsibilities; (iii) two performance audits led by fellows from Kenya and Tanzania trained in Canada won awards for best performance audit reports in English-speaking Africa; (iv) over 1 100 auditors and staff of Supreme Audit Institutions in 12 countries have improved their fundamental performance audit skills as a result of 36 in-country workshops and mentoring sessions; (v) seven technical support and mentoring partnerships were established between Canadian audit offices and developing country Supreme Audit Institutions; (vi) 11 Supreme Audit Institutions have improved their performance and audit capacity demonstrated by an increase in the quantity and quality of performance audits; and (vii) 225 members of parliamentary oversight committees and 125 auditors in five countries were trained on governance and accountability thereby improving their ability to act on performance audit report findings. By improving the ability of Supreme Audit Institutions to conduct quality audits and build relationships with oversight committees the project has contributed to fighting corruption and improving governance and accountability
