Project Description

This project was developed by the South African Department of Public Service and Administration. It includes a diagnostic analysis to access the understanding of corruption in the public sector in relation to current legislation and anti-corruption mechanisms. This is followed by the development and implementation of a government-wide anti-corruption training program. The South African Management and Development Institute as the training department of the Public Service delivers the training.

Progress & Results Achieved

Results achieved as of the end of the project (April 2015) include: (1) successfully developed accredited and rolled out three anti-corruption training courses to 2 368 public servants 3 104 anti-corruption practitioners within government departments and 507 anti-corruption investigators within the South African Police Services; (2) in total the project has provided training to 6 300 government officials in 158 departments at the National and Provincial levels; (3) 1 420 public servants have had their Portfolio of Evidence (PoE’s) approved and have been declared competent; and (4) a five-day training module on Anti-corruption and Ethics Management have now been included in a 25 days Compulsory Induction Program (CIP) for new inductees in the Public service at all levels and also for the Senior Management Services Program. This training has increased trainees’ capacities to develop and implement anti-corruption policies and strategies manage corruption information and manage disciplinary processes and ethical challenges in the workplace. These results have contributed to a significant increase in the number of corruption cases reported to the national Anti-Corruption Hot-Line (NACH).
