Project Description
The aim of this project is to develop and deploy a resource management framework to modernize the budget and financial systems of the Organization of American States (OAS) and to enable the General Secretariat to become more efficient and effective in delivering on its mandate as well as more transparent and accountable to OAS member states. The project has four key components: (i) adjust and modernize current financial and budgetary policies in support of the OAS strategic organizational objectives; (ii) adjust and modernize current business processes; (iii) modernize and transform current financial systems and tools; and (iv) develop and implement change management plan to carry out the recommendations for transformation and modernization of the financial and accounting systems proposed in the first two components.
Progress & Results Achieved
End of project Results as of December 2010 include: The OAS 2009 budget was consolidated and prepared in line with the OAS Hemispheric Agenda objectives; Quarterly and Annual reports now follow a standardized format and in addition to providing information on inflows and outflows of resources they provide links between the use of resources and intended outcomes. The Organization moved towards adopting International Public Sector Accounting Standards (IPSAS) as its basis of accounting/reporting; senior staff have participated in the AGA CGFM training and certification program and received in-depth training on IPSAS standards during the third quarter of 2008. Several "101"-type courses for resource managers and governing bodies have been given on issues such as Indirect Cost Recovery reading financial statements budget preparation cycle and processes; a database of indicators for new projects has been developed by the Department of Planning Control and Evaluation (DPCE).
