Project Description
This project acts as a framework for program-level advisory services and knowledge-building activities in the Ghana Program. It serves to procure appropriate Ghanaian and Canadian expertise to undertake a range of activities including advisory services policy dialogue monitoring knowledge building and sharing donor collaboration and compiling lessons learned. The project aims to: i) enhance program design including the incorporation of improvements in areas such as governance water and sanitation environment equality between women and men and HIV/AIDS prevention and education; ii) improve Government of Ghana (GoG) planning and management in key areas that GoG identifies as requiring development partner expertise and advice; iii) improve donor alignment and harmonization with respect to programming in Ghana; iv) increase substantive engagement of donors GoG and civil society; and v) improve risk management and performance assessment for the program.
Progress & Results Achieved
Results achieved as of the end of the project (March 2016) include: (1) provided targeted technical assistance to key ministries including assisting the government to develop and implement a national strategic plan to expand access to clean water and basic sanitation services; (2) supported the Ghana Statistical Service to collect sex-disaggregated and gender-relevant data; (3) supported the Ministry of Food and Agriculture to develop and implement a strategy to improve services for women farmers; (4) strengthened the ability of key ministries to plan measure and manage for results; (5) provided targeted technical assistance in the areas of public financial management environmental sustainability and gender equality; (6) provided Canadian technical advisors to improve the Ghana Public Services Commission’s capacity and confidence in organizational design and human resource planning; and (7) undertook analysis on industry-defined technical training needs for Ghana’s extractive sector the ability of Ghana’s polytechnic institutions to train students and opportunities for filling the gaps between the two. These have contributed to strengthen the effectiveness of Canada’s development programming in Ghana.
