Project Description
The main objective of the project is to strengthen the democratization process in Mali by holding credible transparent fair and equitable presidential and legislative elections. The purpose of the project is to build the Government of Mali’s capacities and means to hold widely participatory transparent and credible elections. The project is organized around the following components and activities: contribution to the election support pooled fund established by the Ministry of Territorial Administration and Local Communities (MATCL) to channel partner funds; election training including training of staff responsible for steering managing and controlling the election process as well as polling station personnel; deployment of steering management and control mechanisms; regulated and equitable media coverage; and the management and control of security measures.
Progress & Results Achieved
Results achieved at the end of the project in 2009-2010 include the following. In May 2008 after the peaceful elections of 2007 the Government of Mali began to review and reflect on its electoral process. In particular the Government examined the possibility of a permanent election management mechanism. (The model of Canada’s electoral system was one of the options considered.) A master plan was developed to conduct the electoral process. Mechanisms were put in place to manage and conduct the electoral process. The electoral roll was updated and electoral lists were published. 20 333 polls were set up for the presidential elections 18 918 for the legislative elections. The presidential and legislative elections were reliable and transparent.
