Project Description

Through component 4 of the Ghana Growth and Poverty Reduction Support Program (GGPRSP) CIDA is providing targeted technical assistance to the Government of Ghana (GoG) in areas of need that are jointly identified. This includes capacity development initiatives in areas such as strategic planning monitoring and evaluation policy development and analysis public financial management public sector reform integration of environmental issues and strengthening equality between women and men. Canada is working in close cooperation with other donors and the GoG to strengthen the effectiveness of technical assistance and to enhance the success of the other components of GGPRSP. Component 4 aims to improve GoG capacity in key areas that the GoG identifies as requiring development partner expertise and support. It is multi-sectoral in scope but focuses on areas that impact government functions such as planning monitoring oversight etc. The technical assistance provided aims to enhance the GoG’s ability to meet the objectives in its Growth and Poverty Reduction Strategy (GPRS II) and subsequent national development plans. Activities in this component are expected to start in 2012.

Progress & Results Achieved

Results as of the end of the project (March 2017) include: (1) the Integrated Management Systems Audit enabled the Audit Service to assess its information technology upgrade requirements and develop a forward-looking strategy to meet its legislated mandate and oversight function; (2) the Ghana Human Resource Audit Project (HR Audit) through the Ghana Public Services Commission helped to ensure accurate and comprehensive human resource data is available in advance of Ghana’s rollout of the human resource management system. This HR Audit also informs policy decisions on staff redeployment as well as capacity building to ensure Ghana’s public sector is as efficient and effective as possible; and (3) the Capacity Development Mechanism through the Ministry of Finance enabled 19 line ministries to identify their own priorities and required reforms creating a whole-of-government approach to improving Ghana’s public service capacity. These results have supported the Government of Ghana in addressing capacity development needs.
