Project Description
This project represents Canada's contribution to the United Nations Development Programme's international basket fund for the electoral cycle in the Democratic Republic of Congo. The basket fund finances and supports the establishment of the Independent National Electoral Commission the organization of the local elections and the preparations for the 2011 national elections.
Progress & Results Achieved
The results achieved at the end of the project (March 2013) included: 1) a location to receive and store election materials was created that improved the working conditions and safety of the Independent National Electoral Commission (CENI); 2) a human resources management information system for the Centre National de Traitement was established; 3) a system to process data and review the voter role for the presidential and parliamentary elections was put in place that among other things allowed for the registration of more than 32 million voters; 4) permanent staff and board members of CENI were trained in electoral operations and administrative and financial management; 5) all of the essential requirements for the national and local elections were met including: (i) 356 303 temporary election workers recruited trained and deployed (ii) 61 417 voting polls operational on election day ( iii) 160 000 observers and national and international journalists accredited and dispatched to the 11 provinces; (Iv) 10 000 copies of the code of conduct were disseminated to CENI locations in all provinces for distribution to political parties.
