Project Description

The Revenue Generation project supports the Haitian government's ability to generate fiscal revenue. It provides technical assistance to improve the customs and tax institutions in Haiti. The technical assistance and equipment provided by this project help to modernize the Customs Administration and the Tax Administration enabling an increase in government revenues. The project is implemented by the Canada Border Services Agency (CBSA) which supports the Haitian Customs Administration and by the Canada Revenue Agency (CRA) which supports the Haitian Tax Administration. This project has been separated in two components technical assistance and equipment procurement for administrative reasons.

Progress & Results Achieved

Results achieved as of March 2022 include: (1) developed and updated taxpayer records in the tax management system; (2) the Directorate General of Taxes (DGI) computer network is strengthened; (3) implemented the interface plans for data exchange; (4) the DGI Organization and Methods Unit strengthened its capacity; (5) revised the customs code; (6) delivered scanning scanners to the main points of entry; (7) trained instructors and technicians to maintain the machines and to deliver the course on non-intrusive detection devices; (8) increased customs revenue by 17.43% during the project period; (9) revised the special statute and customs code; and (10) trained over 300 officials of the General Administration of Customs in ship search.
