Project Description
This initiative is a sub-project of the Democratic Governance Fund. It appears separately to denote that this component is a grant to the United Nations Development Programme (UNDP). This project supports Kenya's constitutional review process to help finance the costs of: international and local consultants and experts in relevant thematic areas (e.g. comparative analysis of constitutional laws systems of government human rights electoral processes etc.); setting up a library and documentation unit and website; and stakeholder engagement and consensus building with state and non-state actors (e.g. civil society organizations Members of Parliament unions churches private sector media).
Progress & Results Achieved
Results achieved as of the end of the project (December 2011) include: CIDA’s support to the Committee of Experts on the Constitution contributed to a highly consultative and public process of developing a new constitution. Civic education material was developed to educate voters on the constitutional process. The Committee of Experts published a draft constitution that was debated in civil society and Parliament and passed by the majority of Kenyan voters in a free and fair national referendum in August 2010. Independent opinion polls showed that the majority of Kenyans (67%) were satisfied with the Constitutional process.
