Project Description
This initiative is a sub-project of the Democratic Governance Fund (A-033299-001) and appears separately to denote that this component is a grant to the United Nations Development Programme. This project supports the immediate needs of Kenya's Interim Independent Electoral Commission (IIEC) including a referendum on a new constitution in 2010 and helps establish the basis for a permanent electoral commission's long-term work. The project focuses on technical support that includes: support to overall capacity building of the IIEC; support to voter identification and registration; and support to strengthening of the legal and electoral frameworks; support to civic and voter education; support to observation mechanisms; and support to the registrar of political parties. It also works to enhance stakeholder coordination and participation in the electoral reform process. This focuses on providing support in the area of leadership and coordination of electoral processes.
Progress & Results Achieved
As of June 2011 capacity building of the Interim Independent Electoral Commission (IIEC) contributed to successful management of two by-elections and a national referendum. This initiative improved voter registration methods (electronic and manual) resulting in the successful registration of over 12.5 million voters. Electronic transmission of the results from the polling centres marked a major milestone in Kenya’s electoral management. IIEC staff trainings improved professional elections management: opinion polls conducted in November 2010 showed that citizens’ confidence in IIEC was at 98%.
