Project Description
The Kenya Governance Support Program aims to strengthen non-governmental organizations (NGOs) and oversight organizations to demand more accountability transparency effectiveness and efficiency from government institutions. The program also seeks to enhance the ability of government institutions to respond to these demands through improved service delivery and sound financial management. It does this through three components: 1) Democratic Governance 2) Public Service Reform; and 3) Public Financial Management Reform. This project supports the third component by working with the Kenyan government to develop a budget framework consistent with government priorities and policies; improving the quality of government records and procurement practices; strengthening revenue and tax systems; and improving the effectiveness of audits.
Progress & Results Achieved
Results achieved as of June 2012 include: the development of an interim strategy for reforming the way public funds are managed; the ongoing implementation of the Integrated Financial Management Information System in 24 ministries to improve budget management; the presentation of a new bill on public financial management in line with Kenya's new Constitution; the establishment of a Commission on Revenue Allocation; and the introduction of a better system for tracking international development assistance to Kenya.
