Project Description
This project seeks to strengthen the Haitian Parliament in particular its contribution to good governance and democratic development. The project builds the capacities of Parliament and parliamentary commissions in the interest of more effective preparation and passage of legislation. The project also seeks to restore good relations between the government's executive and legislative branches and between the Parliament and the Haitian population.
Progress & Results Achieved
Results achieved as of the end of the project (September 2010) include: The Haitian Parliament was strengthened via its parliamentary commissions and the parliamentary administration which advises elected officials in the preparation of key legislation for Haiti’s legislature. The project also helped define an administrative organization chart the development of bylaws for the two chambers and the establishment of standard profiles and job descriptions for principal administrative duties. The project helped improve the transparency of the Haitian Parliament. An analysis research and documentation centre was created as well as a unit to monitor government activities. Some parliamentary activities were broadcast by radio. A secretariat responsible for coordination between Parliament and donors was established. The project helped prepare a guide to legislative procedures to improve dialogue between the executive branch and the Parliament of Haiti. This guide contributed to the first joint development of the legislative agenda.
