Project Description

UPDATE: As of June 2009 CIDA has not made any further disbursements to the Zambia Ministry of Health. This measure will remain in effect until the Agency is satisfied with corrective measures. The purpose of the project is to support the Government of the Republic of Zambia in its implementation of its National Health Strategic Plan (2006-2010) and Human Resource for Health Strategic Plan (2006-2010). Zambia's National Health Strategic Plan focuses on the implementation of the Basic Health Care Package and attainment of identified National Health Priorities covering human resources public health and support systems. The Human Resource for Health Strategic Plan which is an integrated part of the National Health Strategic Plan is the government's response to the human resource crisis. It includes among other priorities improvements in training incentives for improved performance of health staff retention schemes for critical cadres and increased recruitment of staff.

Progress & Results Achieved

As of March 2011 results include: technical assistance to the Ministry of Health has continued in the area of procurement; participatory development of a Standard Operating Procedures (SOP) Manual for procurement at the Ministry of Health; training for employees in applying the SOPs; comprehensive analysis and recommendations for improvement of procurement planning and reporting processes. When direct support to the Ministry of Health under this project ended in 2008 75% of funded positions had been filled (24 612 health workers on the government payroll out of 32 688 funded positions) and 48% of the total number of positions established for the Ministry of Health had been filled. There were 1 002 health workers and 8 505 classified daily employees who were recruited throughout the country in 2008. In addition 26 public training schools had been rehabilitated expanded and equipped.
