Project Description
The program supports national agencies in the Philippines in developing and improving policies laws programs and activities in order to enhance local governance and economic development and strengthen relevant coordinating mechanisms (horizontal and vertical) at the national level. In addition it supports the strengthening of umbrella organizations of local government units (LGUs) (e.g. leagues of provinces cities and municipalities) in order to increase their capacity to advocate for national-level measures to create an enabling environment for LGUs. The program also aims to strengthen the capacity of LGUs to equitably and effectively formulate policy and to implement and monitor programs. The program supports the meaningful participation of civil society and the private sector in local development processes and strengthens resource generation and management capacities of LGUs. To improve conditions for local economic development it also supports the strengthening of LGU/private sector/civil society partnerships and the development of supportive policies incentives and regulatory frameworks and it helps to increase transparency and fairness in government systems and processes.
Progress & Results Achieved
Results achieved as of the end of the project (July 2016) include: (1) strengthened environment for local economic development (LED) at the national and local government level as demonstrated by the 11 national policies programs and tools and 399 regulatory reforms/policies adopted and applied in 17 provinces 17 cities and 100 municipalities across the country; (2) improved business climate at the local government level as a result of business registration and renewal procedures that have been streamlined local investment and incentive codes that have been updated and local economic and investment promotion offices that have been set up; (3) a more efficient tourism sector at the local level as a result of enhanced skills and quality of tourism industry workers suppliers and facilities; and (4) almost 40 000 micro and small entrepreneurs smallholder farmers and low-skilled workers in the tourism and agribusiness sectors have enhanced their skills to align with industry needs and to grow their livelihoods into more profitable businesses linked to markets.
