Project Description

The main objective of the project is to increase the capacity of Bangladesh's Department of the Environment and of civil society to carry out sustainable environmental management in Bangladesh. The overall focus of the project is on the Department of the Environment's mandate of regulation and enforcement supporting clarification of the regulatory regime and strengthening the procedures and skills necessary to enforce it. The goal is to enhance compliance. The project also strengthens non-regulatory approaches such as demonstration projects awareness building and the involvement of non-governmental organizations communities and the private sector in environmental management issues.

Progress & Results Achieved

Results at the end of the project included: A considerably strengthened Bangladesh Department of the Environment (DOE) able to enforce environmental regulations more effectively: an Inspection and Enforcement Manual and an Enforcement Information System (EIS) are helping regulators track clearances make enforcement decisions and report on results. The project also encouraged voluntary compliance through DOE partnership with the industrial sector and with civil society: Environmental Impact Assessment Guidelines were drawn up and related training was designed for key industries such as natural gas textiles pharmaceuticals and cement manufacturing; a demonstration project took place to engage community groups in partnership with the Department to monitor and report industrial pollution in the Turag River district; and through a Partnership Initiatives Program the Department collaborated with 18 NGOs to plan and manage activities addressing local environmental issues.
