Project Description

The project goal is to improve the status of Supreme Audit Institutions (SAIs) in the region and to contribute to their development and strengthening thus better enabling them to promote honesty transparency effectiveness and accountability in the use and management of public funds. The purpose is to improve and harmonize the audit methods practices and procedures of SAIs in the region by such means as adopting modern standards implementing integrated training and exchanging information. Phase II of the "Regional SAI Building Program in Sub-Saharan Francophone Africa" comprises two tiers: 1) Tier 1 seeks mainly to continue building the capacities of SAIs especially in leadership and management financial audit information technology audit and detection of fraud and irregularities; to build their performance and environmental audit capacity; and to build their capacity to design and implement ongoing training and development programs for their staff. 2) Tier 2 seeks mainly to support other aspects of SAI institution building: independence; financial administrative and management autonomy; organizational structure; information management systems; human resource management and development systems; quality control of work and reporting; and management of available material resources.

Progress & Results Achieved

Results achieved as of the latest report (May 2013) include: (1) 293 individuals (13 more than initially expected) representing all 23 supreme audit institutions (SAIs) have been trained in various areas of auditing. This has allowed appropriate use of modern audit standards approaches and practices within SAIs; (2) 540 out of 700 targeted individuals have benefited from a transfer of knowledge from other colleagues trained directly by the support agency. This has multiplied the acquisition of knowledge within SAIs; (3) All SAIs have financial and performance audit training material that reflects international standards and approaches (standardized course manuals that include learning materials for workshops); (4) Forty women members of SAIs (10 more than initially expected) have received leadership and management training; 5) A computer system has been installed and used including ten ports at seven SAIs; (6) 293 members of 23 SAIs were trained in financial and performance auditing and more than 80 percent indicated that they were satisfied with their training.
