Project Description
This project is a component of the Canada-Asia Regional Emerging Infectious Diseases (CAREID) Initiative. The CAREID initiative aims to both strengthen the capacity of selected national public health systems in South East Asia to detect and respond effectively to emerging infectious diseases (EIDs) and reinforce and enhance regional planning and response mechanisms. The goal of this component implemented by the Public Health Agency of Canada is to reduce the threat of EIDs such as severe acute respiratory syndrome (SARS) and avian influenza to help ensure better human security regional stability and sustainable development in Southeast Asia. The project involves strengthening regional and national capacity in EID surveillance and response and in epidemic preparedness. As a result EIDs are expected to be detected promptly and contained effectively to minimize illness death and economic loss.
Progress & Results Achieved
Results achieved at end of project include: An Integrated Laboratory and Epidemiology Training Toolkit has been incorporated into the Ministry of Health National Training Programs in Cambodia Lao PDR the Philippines Thailand and Vietnam. In Lao PDR a National Health Communication Policy an operational Risk Communications Procedures Guideline during Health Emergency Events a five-year action plan for health communication on Emerging Infectious Diseases and a teacher guideline for control and prevention of the Emerging Infectious Diseases were endorsed by the Ministry of Health in Laos. The Ministry of Health in Cambodia established a Risk Communications Unit and has included Risk Communications in its operational plan. The Ministry of Health in Vietnam developed a national biosafety training program Standard Operating Procedures and guidelines. A National Medical Microbiology Laboratory Network which links five medical laboratories in Cambodia to 20 international support organizations and laboratories has been nominated by the Ministry of Health in Cambodia. A laboratory networking plan has been approved by the Ministry of Health in Vietnam and is ready for implementation. In the Philippines a laboratory network structure connecting nine vertical disease-specific laboratory networks has been endorsed by the Research Institute of Tropical Medicine. These results contribute to increased surveillance of potential emerging infectious diseases across Southeast Asia as well as enhanced capacities within the national public health systems of the participating countries.
