It provides technical assistance family planning emergency obstetrical care and the supply of inputs. The project is implemented by the United Nations Population Fund (UNFPA) and the United Nations Children's Fund (UNICEF) in support of the Ministry of Public Health and Population (MSPP). The project helps improve access to quality services for women and improve the management of high-risk pregnancies. It complements other health system development projects by ensuring that operating rooms of targeted hospitals and maternity wards are up and running and that emergency blood transfusions can be performed.

Results achieved as of March 2012 include: the project enabled the Ministry of Public Health and Population to develop maternal health and family planning standards and deliver quality reproductive health services. Community health centre clusters in three targeted provinces (Nord-Ouest Nord and Artibonite) improved service quality by ensuring that deliveries are attended by qualified obstetricians; health institutions are able to provide emergency obstetric and neonatal care; family planning is offered; the community is mobilized; and there is program to provide access to free obstetric care. With the support of the project the Ministry of Health now has the capacity to plan and implement health programs that integrate best practices for the reduction of maternal mortality. These results have contributed to improving access to health services for women.
