Project Description

The project seeks to improve and harmonize Ministry of Auditing and Control (MAC) audit practices methods and procedures. Project activities contribute to improving the knowledge and skills of auditors training them in modern auditing techniques. Auditors are trained to become training specialists themselves so they can pass on the knowledge acquired. Finally the project is building up technological and technical capacity in support of the audit function. Better practices and better auditing systems mean that fraud and irregularities can be prevented and misuse of resources can be systematically addressed. This helps reduce corruption and lead to better control of resources.

Progress & Results Achieved

Results achieved as of the end of the project include: (1) training was provided to approximately 1 325 auditors of the Ministry of Audit and Control (MAC) and its internal control unit in various aspects of modern auditing practices; (2) three Regional Auditing Training Centres were created and equipped with advanced auditing technologies delivering more than 50 courses to auditors around the country; (3) the project also supported the development and implementation of legislation to improve the mandate and function of the MAC; and (4) in 2009 the Comptroller General of the Republic a government agency similar to the Auditor General of Canada was created and announced by the President in the National Assembly. Ultimately the project enabled the MAC to make a quantum leap in terms of effectiveness and in narrowing the technological gap thus improving the quality of Cuba’s auditing system and strengthening institutional accountability in Cuba.
