Project Description
The purpose of the Health and Education Fund - Phase II (FSE II) was to improve the quality accessibility and governance of basic education and primary health care services for poor communities. The fund aimed to provide equal access to primary health care and basic education for both women and men. It also aimed to improve the overall health and the level of education of the target clienteles. After the earthquake on January 12 2010 six local funds in Haiti including this one were realigned to support rapid recovery projects that respond to the immediate needs of Haitians affected by the earthquake in the communes of Léogâne and Jacmel displaced persons and host communities in the Central and Artibonite departments and relief support for initiatives in Port-au-Prince. Projects focused on children and youth food security and economic growth in line with priorities set out in the Action Plan for National Recovery and Development of Haiti and were implemented by locally-based Haitian organizations.
Progress & Results Achieved
Results achieved as of the end of the fund (March 2012) include: The fund financed 75 sub-projects including 28 following the earthquake on January 12 2010. Results achieved since the realignment of the project following the earthquake include: 49 935 textbooks were provided to 87 schools helping 13 863 students (7 196 girls and 6 667 boys) in their studies; 12 630 displaced and vulnerable students (6 546 girls and 6 084 boys) returned to school and pursued their schooling during the 2011-2012 academic year; 2 727 students teachers and administrative personnel at six schools benefited from an improved learning environment due to the construction of 22 classrooms the rehabilitation of 3 classrooms the construction of an administrative unit and the establishment of two playgrounds; the ability of three municipal health units to handle medical-surgical emergencies increased due to the provision of three ambulances and medicines and to training provided for the staff; 430 gardens were created contributing to the production of vegetables and increased revenue for 412 poor rural women; and a system of irrigation capable of irrigating 500 hectares of crops was rehabilitated benefitting 1 000 farmers. These results contributed to early recovery following the earthquake. Overall the sub-projects supported through the fund have contributed to improving health and education services in Haiti as well as early recovery following the earthquake.
