Project Description

The project aims to improve the capacity of Egypt's General Organization for Physical Planning (GOPP) to develop and manage an urban observatory and to prepare and update a comprehensive review of housing issues in Egypt. The purpose of the project is to provide housing stakeholders - including developers home builders bankers and real estate appraisers - with information in support of their work and investment decisions as well as to provide policy-makers with the information they need to develop equitable housing policy for all Egyptians especially vulnerable and marginalized groups of women and youth. The GOPP - an agency of the Egyptian Ministry of Housing and New Communities - has outlined a plan to create an urban observatory under the guidance of the Canada Mortgage and Housing Corporation. The observatory is charged with monitoring and reporting changing housing market conditions and as well as providing industry stakeholders with comprehensive analyses of the housing and urban settlement requirements of Egypt.

Progress & Results Achieved

Results achieved as of the end of the project include : the project helped create an Egyptian National Urban Observatory (NUO) with a sole mandate of data gathering and analysis. NUO as an independent department within the Ministry of Housing and Urban Communities disseminates information within the Ministry and other national Egyptian Institutions involved in tackling housing and land issues. The project has enhanced Egypt’s capacity to analyze housing and urban issues and has strengthened governance by proposing workable methods to capture information that can be helpful in important decisions concerning land-use in Egypt and housing policies and programs. The NUO is fully sustainable and is now capable of producing the annual national comprehensive report on the state of housing and urban real-estate issues in Egypt.
