Project Description

The objective of the project is to strengthen local government processes in Morocco by working to better local peoples' living conditions and human security. The goal of the project is to build capacities to support inclusive optimal and sustainable local development in the target regions and to equip Morocco to eventually use innovative management approaches in all of its local communities. The project supports the Government of Morocco's wish: (i) to manage government and local communities more effectively to respond to citizens' concerns and aspirations; and (ii) to improve relations among citizens government and elected representatives. In accordance with the wishes of the Government of Morocco priority is given to executing the project in two regions of northern Morocco: Tangiers/Tétouan and Al Hoceima/Taza/ Taounate. The project's capacity-building activities focus on 20 local communities (13 communes three Wilayas and four provinces or prefectures) divided between the two regions mentioned above. The project aims to support and to advise Moroccan authorities on issues related to implementing a new model of participatory management in order to improve governance in Morocco by strengthening local communities enabling dialogue between government and civil society and broadening citizen engagement in the political process.

Progress & Results Achieved

Results achieved as of the end of the project (June 2012) include: (i) Fifteen training programs in steering and management communal development and human resources management were developed and given to 1 500 municipal officials across Morocco; (ii) Pilot communal development plans were developed in nine rural communes and three urban communes in the two regions targeted by the project (Tangiers/Tétouan and Taza/Al Hoceima/Taounate); (iii) Tools were developed to enable the Directorate General of Local Communities to support and monitor the development and implementation of 1 500 communal development plans (CDPs) all across Morocco; (iv) Ninety-five provincial development agents were trained and deployed to guide local planning across Morocco; (v) Tools were developed to implement a major reform of human resources management in Moroccan communes involving 50 000 public servants. These results strengthen the capacity of elected representatives and improve local governance in Morocco.
