Project Description

This project contributes to poverty reduction and the sustainable development of Bangladesh through support to education and is a combined effort of the Bangladesh Government the Asian Development Bank (ADB) and CIDA. Through this project quality initial and in-service teacher training and continuous professional development are provided to all eligible teachers of grades 6-10 in government and registered non-government secondary schools in Bangladesh. Project activities also improve the organizational capacity of training institutions and the training infrastructure for secondary school teachers and administrators including three under-served areas. The Directorate of Secondary and Higher Education (DSHE) of the Ministry of Education (MOE) is the implementing agency for this project. This initiative and the Secondary Education Sector Development Program (SESDP) the latter funded only by ADB and the GoB work in close collaboration the SESDP working at overall sector reforms while this initiative focuses on preparing teachers to support the reforms.

Progress & Results Achieved

Results as of March 2011 include: The achievements in the 2011 grade 10 Secondary School Certificate (SSC) examination show an increase in pass rates from 52.5% at the start of the project in 2005 to 67.4 % in 2009 and between 2009 and 2011 the SSC pass rate increased to 82.1%. The increase in pass rates in SSC indicates the positive impact of the training of teachers in improving the quality of secondary education in Bangladesh. A nationally standardized modular one-year Bachelor of Education Program has been developed accredited and put in place in all 14 government and private teacher training colleges. By May 2011 14 530 students had successfully completed the pre-service one-year Bachelor of Education Program in Government teacher training colleges; 14 500 practicing teachers have taken the initial basic module of a 3-month secondary teaching certificate; 195 000 teachers have taken the first in a series of three training programs involving continuing professional development courses to use participatory teaching approaches in the classroom instead of rote learning; 555 newly appointed head teachers have now received their initial 35 days administrative training; 463 teacher educators have received long term/short term overseas training to strengthen their professional knowledge; three outreach teacher resource centers have been constructed; and 1 650 teachers from three remote districts have now received inclusive education training dealing with issues of gender special education and education for tribal populations; so far almost 450 000 teacher administrators and school management committee workers have participated in various training programs.
