Project Description

The Tra Vinh Improved Livelihoods Project implemented in partnership with the provincial authorities of Tra Vinh focuses on increasing income-earning opportunities in on-farm and off-farm employment for the poor. It increases productivity and improves food security through activities that support crop diversification the intensification of agriculture and the development of rural enterprise. The project involves local stakeholders directly and is based on decentralized planning and decision-making processes that strengthen local communities and agencies engaged in poverty reduction. Training is conducted for longer-term capacity development. Overall the project increases the income and food security of selected rural households; enhances the capacity of poor rural households to identify plan manage and implement appropriate development activities; strengthens the government's capacity in participatory planning and management and the development and implementation of appropriate agriculture and rural development policies and programs in support of poverty reduction.

Progress & Results Achieved

Results as of December 2010 (end of project) include: Increased employability of more than 2500 rural youth (62.5% women) as a result of vocational training at the University of Tra Vinh in areas such as shoemaking sewing catfish processing construction cooking embroidery and motorbike repair. 88.7% of these graduates found jobs after graduation exceeding the initial target of 80%. More than 3000 households benefitted from a central fund that provided interest-free loans and facilitated purchase of machinery equipment and livestock to generate income. Households reported an increase in income ranging from 20% to 40%. Through the project income-generating models for agriculture productivity were developed in areas such as rice seed production rice-shrimp farm rotation peanut production and water-saving irrigation system for watermelons. Lastly small infrastructure improvements - including the construction of 3 medium-voltage power lines 50 roads and bridges 8 irrigation channels and 7 public markets - provided access to electricity to 700 households increased agriculture production by 1 100 hectares and improved transportation access for more than 5 000 households. Maintenance of these infrastructure improvements since their completion has been supported by the provincial state budget.
