Project Description
The project aims to expand economic opportunities for poor rural men and women in the province of Ha Tinh. The initiative uses provincial systems and institutions and contributes to the province's broader socio-economic development objectives. The project has three inter-related components. First the implementation of Ha Tinh's 2011-2015 Agriculture and Rural Development Plan. Funding supports the identification and implementation of priority actions within the Plan based on market-based analyses and consultations with key stakeholders. The Plan identifies products of competitive advantage for the province; improves productivity; supports the development of industry and market linkages; and strengthens agricultural extension services and training. Second priority small-scale infrastructure works that foster agriculture and rural development will be supported in 13 communes from three districts. Third strengthening the capacity of partners at provincial district and commune levels in agricultural development: planning budgeting financial management procurement and monitoring.
Progress & Results Achieved
Results achieved as of the end of the project (September 2018) include: (1) approximately 17 000 farmers (more than 9 000 female farmers) trained on different aspects of agricultural production and business; (2) approximately 11 000 farmers (6 700 female farmers) accessed and applied new technical services for agriculture; (3) 48 new technologies introduced and applied by farmers; (4) average income per capital per month doubled (compared to before the project); (5) revenue growth rate increased per unit for rice (70%) tea (11%) and pig (70%); (6) 210 agriculture-related officials participated in project activities to improve planning implementation and monitoring of the agriculture sector; (7) 12 agriculture-related policies (including agriculture planning reform and agribusiness services scheme) reformed to better manage agricultural planning and production; (8) reform to the agriculture planning process institutionalized at the department level (and replicated by the province); (9) 139 agriculture cooperatives or collaborative groups received support from the project; (10) 47 economic contracts signed and implemented between agriculture cooperatives and enterprises; and (11) 46 small-scale infrastructures constructed to support agricultural production.
