Project Description
The project aims to support the Government of Mali in implementing its Institutional Development Program to transform the public service into a coherent effective and participatory means of development and poverty reduction. The key expected results include: the reorganization of the central government in order to reflect the recent implementation of decentralization; capacity building of increasing human resources; and modernization of public service processes methods procedures and resources. Moreover the dimension of equality between women and men is now mainstreamed in the operational plan of the Institutional Development Program. As with all budget support initiatives Canada is working in close cooperation with other donors and the Government of Mali to focus on effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors.
Expected Results
The expected results for this project include the following: better institutional capacities within the Commissariat au développement institutionnel [commissioner of institutional development] and among the departments involved in implementing the Mali Institutional Development Program.
Progress & Results Achieved
Results achieved as of the end of the project (March 2020) include: (1) managers from the Commissariat au développement institutionnel and several Malian departments have strengthened their capacities in terms of results-based management human resources management gender equality communication and change management; (2) a public servant compensation system partially based on performance has been developed; (3) an employment equity program has been put in place in the central public service and in territorial administrations; (4) three innovative initiatives were selected and funded to meet the challenges of public sector reform: (i) future women senior public servants in Mali; (ii) women’s skills inventory project; and (iii) women citizens’ anti-financial delinquency initiative. The first two are in response to the lack of employment equity within the public service and the lack of women’s representation especially in the highest positions by putting new human resources management mechanisms in place. The purpose of the third initiative is to strengthen ties between civil society and the Malian government in order to reduce financial delinquency through this new association. These initiatives are innovative because they introduce new tools and mechanisms within the Malian government to meet the public sector reform challenges identified. All of these results help increase the capacities of the Commissariat au développement institutionnel and those of the other departments involved in implementing the Mali Institutional Development Program in order to successfully reform Mali’s public sector.
