Cambodian Land Administration Support Program

Results achieved as of the end of the project (June 2013) include: (1) training and technical assistance was provided to the Ministry of Land Management Urban Planning and Construction in the areas of land valuation policy systematic and sporadic land registration mainstreaming of gender and environmental issues results-based management and quality assurance; (2) eight systematic land registration teams in Battambang Banteay Meanchey Kampong Chhang Pursat and Kampot provinces were supported enabling them to distribute 236 000 titles and register a further 19 700 titles as of 2013; (3) the Land Administration Sub-Sector Program issued over two million land titles to Cambodian women and men substantially improving the documentation of land ownership in the target provinces; and (4) 4 755 complaint cases (84% of the total number of complaints received) were processed by the Cadastral Commission. The project supported 9.4% of the titles registered under systematic land registration. Approximately 62% of all registered land parcels are held jointly by husband and wife 19% are held by women only and 8% are owned by men only improving security of tenure for both women and men. The average cost for issuing a title through systematic land registration is about US$10 three times lower than the original estimate based on international experience. These results have contributed to building a viable broad-based system of land administration and titling in Cambodia and the institutional capacity to manage it.
