Project Description
This project aims to improve the quality of education for 3.5 million Mozambican primary school students and teachers every year. The project supports the Government of Mozambique’s Ministry of Education in procuring and managing the supply of primary school textbooks workbooks and teachers manuals. The project also provides technical assistance and capacity building support to the Ministry of Education’s Administration and Finance Department. This project builds on the Phase I project that: 1) provided more than 30 million textbooks and workbooks to students in primary grades one to seven; and 2) developed a strong foundation for procurement management within the Ministry of Education by developing systems and processes that are now integrated in the annual planning and reporting cycles of the Ministry of Education and the Government of Mozambique.
Progress & Results Achieved
Results achieved as of March 2012 include: (i) procuring 14-17 million primary school textbooks workbooks and teachers manuals every year; (ii) managing and supporting over 750 procurement processes every year; (iii) developing an Annual Procurement Plan to guide the procurement of primary school textbooks workbooks and teachers manuals which has been adopted by the Ministry of Education as a planning tool to be used for all annual procurement processes; (iv) developing procedural manuals for the Ministry of Education to guide internal procurement practices; (v) completing a review of the integration of issues such as gender equality environment health and hygiene in primary school education materials to inform ongoing curriculum review processes and to strengthen the content of these materials; (vi) providing approximately 60 short-courses and workshops as well as on-the-job training on specific stages of the procurement process; and (vii) supporting the Ministry of Education to reacquire the intellectual property rights to 34 titles of primary education textbooks workbooks and teachers manuals. These have contributed to improving the ability of the Ministry of Education to provide and manage the supply of quality textbooks workbooks and teachers manuals to primary school students and teachers throughout Mozambique.
