Project Description
This initiative aims to enhance the efficiency of Senegal’s education system. The project provides technical and management expertise to ministries involved in implementing budget support in the education sector in Senegal as well as the National Education and Training Support Program. The project also supports the implementation of the Government of Senegal’s Capacity Building Plan which seeks to build technical and management capacities mainly in education but also in public-sector financial management reform. This initiative is a component of Canada’s budget support for the education sector in Senegal. Project activities started in 2012.
Expected Results
The expected results for this project include the following: (1) better allocation and optimal use of resources (human physical and financial); (2) a better understanding of the system (human resources learners and outcomes); (3) effective and efficient guidance and management of the system with increased accountability at all levels; (4) enhanced institutional capacity; (5) improved performance by learners; and (6) development and implementation of a good PDEF communication policy..
Progress & Results Achieved
The results achieved by the end of the project (June 2017) include the following: (1) over 1 700 people were trained to manage human and financial resources as well as government procurement in the education sector; (2) the textbook policy was adopted in 2013 which liberalized publishing markets provided an array of textbook choices and decentralized textbook selection and procurement; (3) an integrated human resources management system was set up which government officials can access online at headquarters and in the field generating considerable salary savings and minimizing irregularities; (4) a processes and procedures manual on human resources management was produced; (5) managers at the Ministry of National Education improved their ability to manage the entire textbook supply chain; (6) the monitoring process was streamlined and the 2015 and 2016 annual performance reports were produced on time; and (7) the ministries involved developed their plans for implementing the West African Economic and Monetary Union’s public finance reforms. These results helped to improve the effectiveness of the education system at all levels.
