Project Description
This initiative forms the cornerstone of Canada’s support in achieving development objectives in education in Senegal especially the second Millennium Development Goal. The main focus of this contribution is to help the Government of Senegal’s Ministry of Education to implement its Ten-year Plan for Education and Training (2001-2010). This contribution also supports the Ministry of Economy and Finance in monitoring implementation of the Government’s poverty reduction strategy and the Government’s public finance and procurement reforms. Activities are also planned to strengthen technical and management expertise in the three targeted components: education poverty reduction and financial management reform. As with all budget support initiatives Canada is working in close cooperation with other donors and the Government of Senegal to strengthen its aid effectiveness by focussing on effective transparent and accountable country systems; increasing donor coordination and harmonization; and strengthening mutual accountability. Sector-wide budgetary support also fosters greater policy dialogue among CIDA government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors. This initiative’s expected results include progress throughout Senegal in areas such as access to education (for girls and boys) improved quality of education and increased literacy. Additional expected results include progress in other areas such as improvements in the transparency and rigour of public financial management and overall capacity building and better governance of Senegal’s education system. All this helps to build overall capacity in Senegal and to sustain results achieved long after the initiative is completed.
Progress & Results Achieved
Results achieved as of the end of the project (May 2012) include: (1) the classroom construction rate more than doubled between 2007 and 2010 from 45.75% to 97.8% while enrolment in literacy programs grew by 86%; (2) Senegal’s overall enrolment rate was 93.9% in 2011. The rate for girls (98.6%) is higher than that for boys (89.5%) by a margin of 9.1%; and (3) the primary-school graduation rate went from 59.1% in 2010 to 66.5% in 2011 a 7.4% jump. It should be pointed out that the graduation rate for girls (70.8%) increased significantly from 2010 (60.9%). These results reflect the improvement in the quality of basic education and of vocational and technical training in Senegal.
