Project Description

This project represents a second CIDA contribution to the Labour Intensive Local Development Programme. In its second phase the program continues to fund infrastructure and protection initiatives but with greater emphasis on the developmental impact of new and rehabilitated infrastucture and productive resources (terraces marshland). The program has strengthened the component of complementary training provided to individuals and farmer organizations (e.g. sustainable farming techniques) private sector enterprises and local governments (e.g. managing labour intensive projects and maintaining infrastructure).

Progress & Results Achieved

End of project results include: To prevent soil erosion 180 hectares of terraces were constructed along with 617 km of infiltration galleries. 240 hectares of marshland have been improved for year round intensive agriculture. A total of 33.4 km of feeder roads have been constructed or rehabilitated. External monitoring concluded that these roads have contributed to the economic development of the communities they serve. The effect of labour-intensive activities was visible and confirmed by local authorities. Marshland development including environmental protection and road works have enabled those employed to earn a regular income for extended periods: more than 18 months at a rate of 22 working days per month. By the end of the project positive impacts were visible in households in the region where incomes have increased. Goats were purchased using additional income. The number of motorcycle taxis increased because workers can afford to use them. The number of new small businesses and the number of renovated or rehabilitated houses increased.
