Project Description
CIDA and the Office of the Ombudsman (Defensoria del Pueblo) jointly designed this project to strengthen the Office's services structures and systems. The Office's new 5-year strategic plan proposes notably an increased emphasis on State monitoring and concrete policy-making recommendations. The expected results are: 1) the State at all government levels (national regional and local) develops and implements public policies that aim to protect the social cultural and economic rights of poor and marginalized populations; 2) the population especially the poor and the marginalized benefit from improved abilities and possibilities to exercise their rights; and 3) the Office's personnel is competent and the Office benefits from adequate organizational and managerial systems that allow it to comply with its mandate effectively and efficiently. Since 2006 the project has been funded through a basket fund created under Canadian leadership to promote donor harmonization and coordination.
Progress & Results Achieved
Results achieved as of the end of the project include: The project increased citizens’ awareness of their rights and helped the Defensoría increase its ability to investigate human rights violations; reach citizens from remote poor and rural areas of the country; and keep the government accountable. The Defensoría effectiveness in achieving its mandate is reflected by the high percentage of Peruvians considering that the Defensoría is efficient in promoting defending and protecting integral human rights. This project ended in December 2006.
