Project Description

The objective of this second phase of support for Benin's administrative reform program is to enhance the government's credibility and to contribute to the professionalization of the public service by phasing in more effective administration likely to serve as a catalyst for government reforms. A more effective public service makes it possible to increase the transparency of government activities and to serve the people of Benin more effectively. Progress & Results Achieved

Results achieved by this project (completed in 2010) include: Officials in the Ministry of Administrative and Institutional Reform (MRAI) received management training and tools were developed to assist them in their duties. An inventory of over 500 employment records was created as a database of public service management positions to make the public service recruitment process objective and transparent. During the last year of the project dialogue with Beninese authorities was intensified to promote effective application of the tools developed to optimize the implementation of reform. The project also helped to improve the services available to citizens by creating two project teams to address issues relating to improving the quality of service to users and to the introduction of computers in the User Relations Service within the Ministry of Labour and the Public Service. Among other things this simplified and expedited procedures and turnaround in providing administrative documents. 300 women in the public service received training in leadership and personal development which resulted in greater mobilization and involvement in the reform process.
