Project Description
The project is designed to help the Government of the Philippines to use information and communications technologies (ICTs) in the social services sector through a combination of: a) increasing the knowledge and skills of the government so it can address the strategic and cross-government issues of e-governance; and b) implementing a number of e-governance ICT pilot projects in selected rural areas designed to demonstrate the sustainable use of ICTs to support and improve the provision of social services in rural areas.
Progress & Results Achieved
Results achieved as of the end of the project (April 2012) include: improved e-governance planning and policy capacity within the government as demonstrated by: (1) the creation of an Information and Communications Technology Office (ICTO) within the Department of Science and Technology (DOST) that has a core of capable personnel trained on various competencies; (2) the formulation of the Philippine Digital Strategy (PDS) a policy framework for e-governance and Information Communication and Technology (ICT) development in the Philippines; (3) the formulation of ICT procurement guidelines and procedures handbook; (4) the development of a policy paper for advocating the creation and institutionalization of a Chief Information Officer position in every government department; the development and transfer of a training package on ICT management (Management Program on e-Governance) to the Philippine National Computer Institute; (5) the development of the Management Program on e-Governance (MPeG) a training package designed to build ICT management capabilities across government and pilot-tested with 34 government personnel is envisioned to become a prerequisite in certifying ICT managers and Chief Information Officers (CIOs) in government; (6) the development of an e-governance pilot project the Social Protection Support Initiative (SPSI) through the convergence of three social service agencies (the Departments of Social Welfare and Development Health and the Philippine Health Insurance Corporation); and (7) the development of a common ICT platform for social service provision to the beneficiaries of the conditional cash transfer program of the government (4Ps or Pantawid Pamilyang Pilipino Program) piloted in selected municipalities in the Province of Oriental Mindoro.
