Project Description

This project aims to deliver learner-centered competency-based and gender-responsive Technical and Vocational Education Training (TVET) services to support ethnic minority women (EMW) and other marginalized women (MW). It seeks to equip them with essential skills for the green transition including sustainable agriculture circular economy practices and green industrial techniques. By enhancing their access to inclusive and market-driven TVET the project seeks to improve their resilience adaptability and economic opportunities enabling them to secure decent jobs or start businesses while reducing the risks associated with unsafe domestic and international migration for low-skilled work. The Project also focuses on increasing EMW and MW’s involvement in TVET decision-making and strengthening service providers' capacity to break down systemic barriers promote economic empowerment and contribute to a more sustainable and inclusive workforce. The Project benefits over 20 000 EMW and other MW in 3 targeted provinces: Hanoi Thua Thien Hue and Can Tho. Project activities include: (1) enhancing TVET governance by collecting and analyzing feedback on national and sub-national needs to inform inclusive and equitable program design; (2) empowering EMW and MW with the knowledge skills and tools needed to access TVET services secure employment and advocate for gender equality while addressing discrimination and violence in households workplaces and public services; (3) developing gender-responsive strategies with national and provincial government departments responsible for labour social affairs and TVET; (4) collaborating with local authorities to incentivize the private sector to employ EMW and MW while fostering internship and apprenticeship opportunities; and (5) building the capacity of TVET educators and managers through training in inclusive teaching methods and curriculum design tailored to the green economy.

Expected Results

The expected outcomes of this project include: (1) increased participation of EMW and other MW in accessing inclusive TVET services; and (2) strengthened inclusive practices of TVET national and sub-national service providers for EMW and other MW in Vietnam.
