Project Description

This multi-donor project aims to strengthen the capacity of state and non-state actors to undertake emergency and recovery planning rebuild deliver services and build resilience in frontline and liberated communities. These communities are among the most vulnerable in Ukraine and include significant numbers of women vulnerable youth and children the elderly and people with disabilities. Project activities include: (1) supporting the safe reintegration and rehabilitation of deported children returning from the Russian Federation temporarily occupied territories and prisoners of war and detained civilians; (2) strengthening the implementation of emergency and recovery plans by local administrations; (3) facilitating the effective delivery of services such as psychosocial support or mental health assistance to frontline populations; (4) supporting the implementation of transitional justice for missing persons; and (5) undertaking infrastructure rehabilitation. This includes clearing rubble repairing damaged clinics schools or community centers and providing emergency generators.

Expected Results

The expected outcomes of this project include: (1) increased effectiveness of Ukraine’s state local communities civil society and the private sector to prepare responses for when people and territories are liberated thereby setting the foundation for longer-term reintegration; (2) enhanced inclusive planning and delivery of selected services by the Government of Ukraine in order to maintain and build public confidence in the state; (3) increased societal resilience including psychological and economic resilience and unity against Russian aggression; and (4) improved national policies on recovery and reintegration that take account of local dynamics.
