Project Description

This project addresses Ukraine’s urgent need to increase grain storage capacity and enable the timely diagnosis and monitoring of animal diseases to facilitate export certification. The Food and Agriculture Organization of the United Nations (FAO) implements this project. Project activities include: (1) delivering temporary polyethylene grain sleeves modular grain storage units and grain loading and unloading machinery to small-scale farmers across Ukraine; (2) providing technical support to small-scale farmers for managing and maintaining grain storage equipment; (3) supporting the Ministry of Agrarian Policy and Food in coordinating the delivery of grain storage solutions and assessing farmers’ needs across Ukraine; (4) procuring delivering and installing Polymerase Chain Reaction (PCR) laboratory equipment to 6 state laboratories; and (5) increasing the capacity of the State Service of Ukraine for Food Safety and Consumer Protection (SSUFSCP) and State Veterinary Administration. It does so to more effectively detect and monitor animal diseases in livestock poultry and swine to facilitate export certification of animal products to external markets. Other financial contributors include the Japanese government the German government and Australia’s Minderoo Foundation.

Expected Results

The expected outcomes of this project include: (1) increased critical grain and oil seed storage for Ukrainian farmers; (2) increased testing and certification capacity for animal products; and (3) ensured regularly available data and analyses to inform decision-making for the delivery of grain storage.

Progress & Results Achieved

Results achieved as of March 2024 include: (1) delivered 29 796 temporary polyethylene grain sleeves to over 1 679 farmers across Ukraine. This allowed them to preserve their grain and oilseed yields; (2) stored 5 969 200 tons of different cereals and grains with the support of Canada and other donor funding. The main commodities stored are wheat barley oil seeds and maize; (3) created temporary on-farm employment for 13 537 on-farm labourers (8 122 women and 5 415 men) to prepare dry and load various grain types into sleeves; (4) supported FAO to distribute 103 units of grain loaders and unloaders to 64 service operators under the project to facilitate the loading and unloading of grain and oilseeds. This is additional to 103 units of bunkers to facilitate precision loading of large quantities of grain; (5) supported FAO to complete the procurement of 244 Modular Storage units (MSUs) with a tent cover to facilitate storage of 134 200 tons (cereals and other grains); and (6) out of Canada’s $52 million contribution $2 million earmarked to increase the capacity of the State Service of Ukraine for Food Safety and Consumer Protection (SSUFSCP) and State Veterinary Administration to allow diagnostics of all range of notifiable animal diseases. This allowed to improve the capacity of the SSUFSCP to undertake surveillance of animal diseases in accordance with the safe trade rules of the World Organization for Animal Health (WOAH). All the 6 regional state laboratories of the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) across west and central Ukraine are fully equipped with high precision lab equipment between April and June 2023. The equipment is installed and is now fully operational.
