Project Description

This project supports the implementation of Senegal’s Program for Improving Quality Equity and Transparency in Education and Training (PAQUET-EF). This Program aims to improve learning outcomes strengthen the coverage diversification and equity of the education and training system and implement transparent and effective management of the sector. The objective is to ensure that boys and girls in Senegal including the most vulnerable can exercise their right to quality education. As with all budget support projects Canada is working in close cooperation with other donors and the Government of Senegal to promote effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors government and partners which helps to strengthen efforts for effective focussed aid and long-term development results. This project is continuously monitored and evaluated in coordination with other donors.

Expected Results

The expected outcomes for this project include: (1) improved and more equitable learning for all boys and girls taking into account local particularities at the primary and middle school levels; (2) strengthened institutionalization of gender equity and equality at the Ministry of National Education; and (3) improved governance in terms of expenditure efficiency and management transparency of the Ministry of National Education that integrates gender equity and equality.

Progress & Results Achieved

Results achieved as of March 2024 include: (1) the Ministry of National Education (MNE) has developed a strategy promoting reading and arithmetic in the first 4 years of elementary school. This strategy is ready for validation by the ministry and partners in the education sector; (2) the project finalized a gender audit of MNE establishing the baseline situation for gender equity and equality in the education system formulating useful recommendations to develop a gender strategy; and (3) it has carried out a diagnostic of management tools of MNE allowing it to formulate useful recommendations on the processes and instruments of planning programming budgeting monitoring and evaluation and the integration of gender at all stages. The reports are ready for validation.
