Project Description
This project aims to help law enforcement agencies in Ukraine enhance their effectiveness in investigating serious crimes in line with a human rights-based and gender-sensitive approach. The project supports the State Bureau of Investigations of Ukraine (SBI) the Security Service of Ukraine (SSU) and other governmental stakeholders and community experts to improve criminal justice and law enforcement policies to meet human rights and Organization for Security and Co-operation in Europe (OSCE) commitments. Project activities include: (1) conducting a series of trainings on investigative and prosecutorial aspects of serious crime within SBI competency; (2) providing technical and expert support to SBI staff to enhance their capacity to use criminal analysis tools and approaches for investigating serious crimes; (3) providing SBI staff with access to foreign experience in combating serious cross-border crimes; (4) conducting a series of trainings for investigators and prosecutors on best practices in investigating serious crimes; (5) conducting a series of roundtables to develop recommendations on improving the legal basis for combating serious crime; and (6) conducting workshops to improve the strategic communications of the SSU and other criminal justice stakeholders in investigating and combating serious crime.
Expected Results
The expected outcomes of this project include: (1) enhanced capacity of the SBI and other investigative bodies to investigate serious crime in line with international best practices and human rights protection standards; and (2) enhanced capacity of the SSU and other criminal justice stakeholders to investigate serious crime in line with international best practices and human rights protection standards.
Progress & Results Achieved
Results achieved as of October 2024 include: (1) provided recommendations on combating serious crime during wartime and facilitated professional discussions for 175 criminal justice stakeholders. This resulted in recommendations on necessary amendments to the Criminal code of Ukraine and other legal aspects of combating serious crime; (2) equipped 20 State bureau of investigation (of Ukraine) staff with knowledge and skills to use criminal analysis tools and approaches through a 5-day in-depth training; (3) adapted foreign experience on forensic investigation of serious crime received during a study visit to Poland and shared it with over 60 law enforcement officials; and (4) enhanced the capacity of 73 Security service of Ukraine representatives on strategic communications providing recommendations on improving internal communications and leadership skills.
