Project Description
This project aims to contribute to professional and inclusive policing to ensure that the Haitian population including women and marginalized groups are better served and protected by the Haitian National Police (HNP). Project activities include: (1) completing and validating an institutional analysis of the HNP’s Inspectorate General; (2) updating and implementing anti corruption and integrity mechanisms; (3) reviewing and improving roles and responsibilities within the human rights and gender equality division for better management of complaints; (4) providing effective reporting technique training; (5) strengthening and implementing monitoring/evaluation mechanisms within the HNP’s Strategic Development Plan; (6) implementing a functional and efficient computerized human resources management system; (7) updating and activating a system for managing and tracking HNP assets; (8) developing and validating a diagnostic study of the gender issue within the HNP including gender-based violence; (9) developing validating and integrating a gender management and promotion policy into all HNP activities; and (10) improving coordination between the Bureau du genre et de coordination des affaires féminines [coordination of women’s affairs and gender office] the Cellule de lutte contre les crimes sexuels [sex crimes unit] and the Inspectorate General to better handle gender-based violence cases.
Expected Results
The expected outcomes for this project include: (1) effective practices that integrate human rights principles including gender equality are adopted by the Haitian National Police’s Inspectorate General; (2) the HNP effectively manages its personnel and uses its resources in an effective equitable transparent and inclusive manner to carry out its Strategic Development Plan; and (3) the institutionalization of gender equality is achieved within the Haitian National Police.
