Project Description
This project aims to enhance Indigenous people’s resilience and sustainable economic well-being of especially women in the island groups of Mindanao Luzon and Visayas in the Philippines and the department of Quiche in Guatemala. Project activities include: (1) offering technical assistance for advancing processes for legal certainty of Indigenous peoples’ land; (2) providing technical assistance to develop and update appropriate community and business development plans gender-sensitive community leadership and resilience-building; (3) providing agricultural assets and infrastructure in consultation with farmers; (4) offering technical assistance on resilient agricultural techniques and water system and watershed management; (5) supporting thematic learning exchanges for local organizations supporting Indigenous peoples’ communities; and (6) providing material support to Indigenous peoples implementing business plans for Small and Medium land-based enterprises. The project aims to reach 29 214 Indigenous peoples in the Philippines and Guatemala including 11 244 women 10 656 men 3 974 girls and 3 340 boys. HOPE International Development Agency works with local partners Asociaci n Unidos Por La Vida (ASUVI) in Guatemala and Assisi Development Foundation Inc (ADFI) in the Philippines.
Expected Results
The expected outcomes for this project include: (1) enhanced self-governance of Indigenous lands by Indigenous communities especially women; (2) enhanced resilient productivity of lands by Indigenous communities especially women; and (3) enhanced viability of small and medium land-based enterprises led by Indigenous people especially women.
Progress & Results Achieved
Results as of March 31 2025 include:1) A major increase in security of land tenure of the targeted indigenous peoples resulted from successful project legal actions with 54.9% of women (2111/3848) now having increased security and 107.4% (3167/2950) of men have increased security of their land tenure (men outside project areas also benefited); 2) In Guatemala 87% of male farmers (out of 1954) and 74% of female farmers (out of 1954) adopted and/or increased their use of organic inputs in the reporting period exceeding the 75% end of project target for men and basically meeting it for women. Crop yields increased significantly except for maize (squash yields nearly tripled coffee yields nearly doubled and cardamom yields increased by 50% for example). There was a significant increase in the proportion of families with more reliable crop yields as measured by the proportion of farmers obtaining at least 75% of the expected yields. Average vegetable yields in the Philippines had increased by 27% in the previous reporting period but extreme heat and drought followed by extreme flooding led farmers to not apply inputs expecting that the crops would not survive. Crop harvesting was so delayed such that only 25% of the farmers had harvested at the time data was collected leading to reported yields slightly lower than baseline (11.21 in 2024-25 vs 11.72 at baseline); 2) In Guatemala (not needed in Philippines) the number of households with safe drinking water increased from 71% at the baseline (2252 / 3 164) to 93% in the current reporting period (2 951 / 3 164) meeting the project target; 3) In the Philippines all planned (12/12) land-based community enterprises have been operating for more than 6 months since receiving material support and all had their business plans approved well before this reporting period. 5/12 enterprises in the Philippines had a positive net cash flow for at least 3 months between July - December of 2024 above the end of project targe
