Project Description

This project aims to modernize the Government of Peru's human resources management in the public service so that its public servants can deliver better quality public services to more citizens across the country. The project provides the Peruvian National Civil Service Authority with the technical support required to improve its organization and internal management. Its purpose is to develop and support the implementation of the processes and tools required by selected ministries regional governments and municipal governments. Project activities include: (1) standardize the job descriptions classifications and qualifications; (2) apply competitive recruitment performance appraisal and merit-based promotion policies; (3) develop and implement policies on gender equality multiculturalism and non-discrimination; (4) improve programs and processes to deliver government public goods and services more effectively; and (5) implement systems to continuously monitor and adjust this new human resources management system. The number of employees directly affected by the project is estimated at 34 000.

Expected Results

The expected results of this project include: (1) the National Civil Service Authority of Peru has the necessary expertise to develop and manage the implementation of the new gender-sensitive human resources management system in the Peruvian public service; and (2) the pre-selected ministries regional governments and municipal administrations manage their human resources on the basis of the new gender-sensitive human resources management system.
