Project Description

This project seeks to support public financial reform which aims to make Senegal an emerging country by 2035 with a cohesive society under the rule of law. This project also seeks to improve the performance of Senegal’s state institutions in sectors targeted by Canadian budget support programs to the benefit of Senegal’s population. It helps to build the public financial management capacities of these institutions and helps to strengthen the institutional framework related to public financial reform policies and programs in sectors targeted by Canadian budget support programs. Project activities include: (1) providing the five targeted ministries with technical assistance in programming and budgeting in program-budget mode as well as in program-budget delivery; and (2) offering the five targeted ministries technical assistance in gender budgeting as well as in gender responsive planning and monitoring-evaluation. The project seeks to benefit five targeted ministries: the Ministry of National Education; the Ministry of Professional Training; the Ministry of Agriculture Rural Infrastructure Food Security and Livestock; the Ministry of Energy Petroleum and Mines; and the Ministry of Family and Solidarity.

Expected Results

The expected outcomes for this project include: (1) public funds in the five ministries specifically targeted by Canadian budget support programs are managed efficiently and in a way that incorporates gender equality; (2) performance is improved and incorporates gender equality in the sectors targeted by Canadian budget support programs especially in the five targeted ministries; and (3) stakeholders from the five targeted ministries are informed and have the capacity to steer the changes driven by the West African Economic and Monetary Union’s public financial management reform.

Progress & Results Achieved

Results achieved as of March 2025 include: (1) delivered 274 activities to 7 978 people (2 926 women and 5 052 men). This introduced new tools and provided capacity building for 5 ministries in planning programming budgeting and monitoring-evaluation that integrate gender and environmental considerations; (2) implemented a "gender" certification process to ensure that gender is considered in the budget documents of the 5 project beneficiary ministries; (3) improved the quality of the Multi-Annual Expenditure Programming Documents of the 5 ministries which include gender environment and youth employment indicators; (4) implemented a management control system at the Ministry of Energy Petroleum and Mines the Ministry of Vocational Training and the Ministry of National Education. The latter is also piloting a monitoring-evaluation system; and (5) established an online learning platform with trainings in line with public financial management available to Senegalese public employees regardless of their location with 1 007 employees (382 women and 625 men) trained; 6) strengthened capacity of ministries to ensure control over the various stages of planning and the quality of projects before their implementation. The project supported the analysis of 22 public investment projects totaling $749 000 000 and the identification of more than $40 080 000 in ineligible investments to allow investing in Senegalese priorities in education vocational training and social issues.
