Project Description
This project aims to address priority needs identified by national government entities by providing Canadian technical assistance to Caribbean Community (CARICOM) member states over a period of four years. The ultimate goal is to support Caribbean countries in their efforts to diversify and strengthen local economies build strong and climate resilient communities and reduce gender and economic inequalities. As such the Canada-CARICOM Expert Deployment Mechanism builds the capacity of local government organizations in the area of good governance. Project activities include: (1) enhancing effectiveness transparency and accountability; (2) strengthening equitability and sustainability in policies; (3) enhancing the digitalization of government services and goods; and (4) improving the management of financial and human resources. The coronavirus (COVID-19) has had a devastating impact on Caribbean economies many of which are highly dependent on tourism. This has heightened the need to diversify economies and improve government effectiveness in addressing socioeconomic inequalities and alleviating poverty.
Expected Results
The expected outcomes for this project include: (1) more effective inclusive accountable environmentally responsive and gender responsive institutions and organizations in official development aid-eligible CARICOM countries; (2) more equitable delivery of goods and environmentally- and gender-sensitive services by public institutions to their constituents in official development aid-eligible CARICOM countries; and (3) increased visibility of Canadian expertise and leadership in the Caribbean region.
Progress & Results Achieved
Results achieved as of March 2025 include: (1) completed 168 technical assistance assignments in 8 Caribbean countries. This includes Antigua and Barbuda Belize Dominica Grenada Guyana Jamaica Saint Lucia and Suriname. This technical assistance supported the capacity development of Caribbean governments to deliver inclusive public services; (2) supported 5 408 people (3 484 women and 1 924 men) who participated in training coaching and mentoring that contributed to the increased capacity of Caribbean government to design deliver and implement inclusive programs and policies to meet the needs of vulnerable populations; (3) trained coached and mentored 2 301 persons (1 309 women and 992 men) in areas that support the strengthening of networks for regional economic diversification and growth; (4) trained coached and mentored 1 436 persons (803 women and 633 men) to conduct evidence-based analysis and design develop and operationalize environment and climate resilience policies and strategies; and (5) supported the operationalization of Guyana’s new Restorative Justice Centre that handled its first case in 2024.
