Project Description

This project contributes to strengthening constitutional electoral and parliamentary processes and institutions to promote inclusion transparency accountability and peace in Mali. This project also aims to promote inclusive democratic governance that incorporates the aspirations of marginalized groups especially youth and women while establishing a stable and peaceful climate to lay the foundation for sustainable peace and development. Project activities include: (1) supporting the holding of a constitutional referendum and general elections to end the transition; (2) assisting the transition authorities to conduct inclusive reforms and develop a framework to build confidence for the organization of democratic and peaceful elections; (3) supporting women's organizations to promote the political participation of women youth and people living with disabilities in institutional reforms and electoral processes; (4) helping the media to promote the transparency of electoral processes and reforms; (5) supporting the framework of the electoral support mandate of the United Nations Multidimensional Integrated Stabilization Mission in Mali; (6) supporting the mitigation of misinformation preventing conflicts and strengthening dialogue between national actors; and (7) providing technical support for the management of electoral disputes. This project expects to benefit governmental and non-governmental actors in Mali’s electoral and reform process including 150 000 electoral officials and polling station members (of which 30% women) and 7 547 562 registered voters.

Expected Results

The expected results of this project include : (1) organized general elections following international standards enabling Mali to establish new constitutional and democratic institutions that are credible and inclusive; (2) improved institutional reforms that promote social inclusion through the completion of the decentralization process; and (3) improved conflict prevention mechanisms related to elections to ease political tensions and strengthen the transparency and peaceful management of electoral operations.

Progress & Results Achieved

Results achieved by the UNDP through the support of the Government of Canada and other international donors for the period of January to December 2021 include: (1) 16 civil society organisations received financial support for awareness-raising activities about the annual revision of the electoral lists and the prevention of political violence; (2) technical and financial support provided to the Ministry of Territorial Administration and Decentralisation (MATD) with the update of the electoral lists for Malian citizens abroad; (3) 1 000 volunteers recruited trained and equipped with electronic tablets were deployed for canvassing enabling more than 800 000 new Malian citizens of legal age to be added to the electoral lists; (4) mechanisms for preventing and mitigating conflicts and violence associated with electoral processes are being set up including the creation and furnishing of an equipped room interconnected with the regional governorates that is been set up at the MATD to receive on a daily basis debriefs on issues that could constitute a risk of community or political conflict from the regions; and (5) the electoral lists have been updated to enable administrative commissions in each of Mali’s 703 commune to revise the lists of registered voters.
