Project Description

This project aims to improve the security and protection from sexual and gender-based violence (SGBV) for women and girls in Ukraine. It works to increase national institutions' capacity to provide quality gender-sensitive survivor-oriented and inclusive services. It seeks to conduct awareness-raising and prevention initiatives to promote zero tolerance for violence. In response to Russia’s illegal invasion of Ukraine in February 2022 they adapted certain project activities to address new and immediate needs and protect previous development gains. Canada’s development partners in Ukraine pivoted project activities to respond to the evolving context in various ways such as providing emergency supplies equipment and services along with support for mental health transportation and accommodation. The beneficiaries scope expected results and geographic location of project activities may have changed from the original description. Project activities include: (1) providing technical support to set up multi-sectoral coordination of SGBV prevention and response in selected municipalities; (2) supporting the establishment of SGBV specialised services; (3) supporting the development of national standards for specialised SGBV service provision; and (4) developing a national certification programme for continuous learning for SGBV service providers.

Expected Results

The expected outcomes of this project include: (1) increased effectiveness and sustainability of an integrated survivor-centred system of SGBV prevention and response in municipalities and amalgamated communities; (2) increased effectiveness of national institutions in the professionalization of SGBV service provision; and (3) increased effectiveness of community-based participatory SGBV prevention programmes.

Progress & Results Achieved

Results achieved as of March 2023 include: (1) developed and distributed community referral cards reaching 18 750 people with information on availability of sexual and gender-based violence services; (2) trained 862 service providers in target communities on issues related to providing inclusive and survivor-centred gender-based violence (GBV) response and prevention; (3) launched 12 psychosocial support mobile teams (PSS MTs) in 9 oblasts that provided support to 5 967 clients (4 714 women and 1 253 men) and identified 1 555 cases of domestic and gender-based violence. Also psychosocial support mobile teams offered services including information counselling psychological first aid 3 448 awareness-raising events and providing information on available GBV services to 16 123 individuals; (4) established 10 specialised services (7 crisis rooms 1 shelter and 2 safe spaces). The safe spaces for women and girls supported 540 individuals and provided a dedicated location for women and girls to share their experiences seek referrals to specialized services and receive psychosocial support; and (5) supported community-based participatory programs in 8 communities. Community mobilization programs enabled constructive and gender-sensitive dialogues about harmful gender norms at the community level. Over 7000 community members participated offline in the activities of the projects that aim to change the mind and behavioral patterns to build and promote life free from violence.
